Narrative:

We were approaching msy from the north. The ATIS was almost 3 hours old, and calling for ILS to runway 28. When I called approach control, they gave us a vector to the localizer backcourse 19. I mentioned the discrepancy to approach and we set up for and flew the backcourse runway 19. The WX was better than ATIS indicated. We broke out about 6 or 7 mi out and inadvertently descended below the 2000' minimum before crossing the FAF and set off the altitude alert in the tower. Dark stormy nights are busy enough west/O ATC broadcasting old information.

DARK STORMY NIGHTS ARE BUSY ENOUGH W/O ATC BROADCASTING OLD INFO.
