Narrative:

2 company aircraft on lifeguard flts cleared for VOR runway 3L approach at sff. Atx X was a (type) and was vectored onto final approach before atx Y, a propeller jet. Because of the speed difference, improper sep occurred. Approach did not establish communication with atx Y to re-vector or to execute missed approach. Pilot attempted to contact tower with no response, but did eventually establish contact. Evidently training was in progress at approach control. This has occurred occasionally over the last few yrs. Might be confusion with 2 lifeguard flts. Suggestions: 1) better supervision of trnees; 2) approach control to monitor tower with more diligence; 3) pilot to monitor company traffic to determine status. Callback conversation with reporter revealed the following: reporter did not see other aircraft until after landing as the first aircraft was turning off the runway and he was approaching over the boundary. WX was IMC until breaking out about 1000', with visibility 2-3 mi. This incident occurred at night. Reporter does not recall if approach control told him to contact tower or not. The first aircraft called the tower after landing and found out that training was in progress. No mention of any loss of sep was made. The reporter is ATR rated with about 400 hours in type aircraft. There was no first officer on the aircraft. Reporter estimates that the closest both aircraft were was 2 mi.

Title: ACFT ON APCH OVERTOOK THE FIRST ACFT RESULTING IN LESS THAN STANDARD SEPARATION.

Narrative: 2 COMPANY ACFT ON LIFEGUARD FLTS CLRED FOR VOR RWY 3L APCH AT SFF. ATX X WAS A (TYPE) AND WAS VECTORED ONTO FINAL APCH BEFORE ATX Y, A PROP JET. BECAUSE OF THE SPD DIFFERENCE, IMPROPER SEP OCCURRED. APCH DID NOT ESTABLISH COM WITH ATX Y TO RE-VECTOR OR TO EXECUTE MISSED APCH. PLT ATTEMPTED TO CONTACT TWR WITH NO RESPONSE, BUT DID EVENTUALLY ESTABLISH CONTACT. EVIDENTLY TRNING WAS IN PROGRESS AT APCH CTL. THIS HAS OCCURRED OCCASIONALLY OVER THE LAST FEW YRS. MIGHT BE CONFUSION WITH 2 LIFEGUARD FLTS. SUGGESTIONS: 1) BETTER SUPERVISION OF TRNEES; 2) APCH CTL TO MONITOR TWR WITH MORE DILIGENCE; 3) PLT TO MONITOR COMPANY TFC TO DETERMINE STATUS. THE FIRST ACFT CALLED THE TWR AFTER LNDG AND FOUND OUT THAT TRNING WAS IN PROGRESS. NO MENTION OF ANY LOSS OF SEP WAS MADE. THE RPTR IS ATR RATED WITH ABOUT 400 HRS IN TYPE ACFT. THERE WAS NO F/O ON THE ACFT. RPTR ESTIMATES THAT THE CLOSEST BOTH ACFT WERE WAS 2 MI.
