Narrative:

Before departure completed run-up and instrument check, departed runway 13 (ceiling 500 and 1). Was told left turn to 090 degrees. Was in the turn when departure said they showed me on a 360 degree heading. I checked my dg and noticed it was frozen on 110. I declared it out and asked for an ASR approach to runway 13. They did a nice job vectoring me on the approach. I sued the ILS 13 as a back-up. The approach was reported below minimums. I had no choice but to shoot the approach (my destination was also 500 and 1). I broke out 80' above minimums.
