Narrative:

On approach to fyu we were informed very late to make the VOR-B approach to fyv. We set up for the approach as quickly as we could with the time we had. We made the approach (VOR-B) to fyv with a ceiling of 3300' MSL. With VOR centered, we ended up east of the field where there are many hills. The VOR was later found to be within acceptable tolerance of 4 degrees. The problem is that we were asked to circle to 16, and when a VOR that is out of tolerance (but within maximum limits) puts you east of the field, it is hard to circle to 16 because circling is not allowed northeast of the airport. We continued in this situation because we were well above circling minimums. The problem with this situation is when the WX is at minimums and your VOR receiver is slightly out of 0 tolerance, but within acceptable limits.

Title: COMMUTER FLT CREW COMPLAINT THAT A 4 DEGREE VOR ERROR PUT THEM TOO CLOSE TO SURROUNDING TERRAIN WHEN MAKING A CIRCLING APCH FROM AN IAP VOR APCH INTO FYV.

Narrative: ON APCH TO FYU WE WERE INFORMED VERY LATE TO MAKE THE VOR-B APCH TO FYV. WE SET UP FOR THE APCH AS QUICKLY AS WE COULD WITH THE TIME WE HAD. WE MADE THE APCH (VOR-B) TO FYV WITH A CEILING OF 3300' MSL. WITH VOR CENTERED, WE ENDED UP E OF THE FIELD WHERE THERE ARE MANY HILLS. THE VOR WAS LATER FOUND TO BE WITHIN ACCEPTABLE TOLERANCE OF 4 DEGS. THE PROB IS THAT WE WERE ASKED TO CIRCLE TO 16, AND WHEN A VOR THAT IS OUT OF TOLERANCE (BUT WITHIN MAX LIMITS) PUTS YOU E OF THE FIELD, IT IS HARD TO CIRCLE TO 16 BECAUSE CIRCLING IS NOT ALLOWED NE OF THE ARPT. WE CONTINUED IN THIS SITUATION BECAUSE WE WERE WELL ABOVE CIRCLING MINIMUMS. THE PROB WITH THIS SITUATION IS WHEN THE WX IS AT MINIMUMS AND YOUR VOR RECEIVER IS SLIGHTLY OUT OF 0 TOLERANCE, BUT WITHIN ACCEPTABLE LIMITS.
