Narrative:

Bay approach cleared us for a visibility to runway 29 at oak, cross hwd or the 6 DME at or above 2000'. In the several mins prior, bay approach pointed out several targets--one was an small aircraft climbing across our path at the san mateo bridge, another was being vectored toward oak and one in the hwd traffic pattern at 800'. It was a nice, clear evening for flying, and there were many targets in the area. After landing at oak, I was told the hwd tower supervisor wanted to talk to me. He said we were 1350' over hwd. The first officer was flying and staying on or above the G/D, and noticed we were 1900' passing hwd. Until we passed hwd, I was concerned with the traffic outside and we may have inadvertently been too low. The G/south altitude over hwd is about 1600'. Crossing there at 2000' makes a steeper than normal approach. Also runway 28 was shorter than normal due to the fact that the west 3500' was closed. If the 2000' over hwd is going to be the normal proximity, it should be published.

Title: ACR DESCENDED BELOW ASSIGNED CROSSING RESTRICTION.

Narrative: BAY APCH CLRED US FOR A VIS TO RWY 29 AT OAK, CROSS HWD OR THE 6 DME AT OR ABOVE 2000'. IN THE SEVERAL MINS PRIOR, BAY APCH POINTED OUT SEVERAL TARGETS--ONE WAS AN SMA CLBING ACROSS OUR PATH AT THE SAN MATEO BRIDGE, ANOTHER WAS BEING VECTORED TOWARD OAK AND ONE IN THE HWD TFC PATTERN AT 800'. IT WAS A NICE, CLR EVENING FOR FLYING, AND THERE WERE MANY TARGETS IN THE AREA. AFTER LNDG AT OAK, I WAS TOLD THE HWD TWR SUPVR WANTED TO TALK TO ME. HE SAID WE WERE 1350' OVER HWD. THE F/O WAS FLYING AND STAYING ON OR ABOVE THE G/D, AND NOTICED WE WERE 1900' PASSING HWD. UNTIL WE PASSED HWD, I WAS CONCERNED WITH THE TFC OUTSIDE AND WE MAY HAVE INADVERTENTLY BEEN TOO LOW. THE G/S ALT OVER HWD IS ABOUT 1600'. XING THERE AT 2000' MAKES A STEEPER THAN NORMAL APCH. ALSO RWY 28 WAS SHORTER THAN NORMAL DUE TO THE FACT THAT THE W 3500' WAS CLOSED. IF THE 2000' OVER HWD IS GOING TO BE THE NORMAL PROX, IT SHOULD BE PUBLISHED.
