Narrative:

Approaching sfo on quiet bridge, visibility for 28R. Cleared from 7000 to 4000'. At approximately 12 DME, left turn to 250 degree heading to intercept runway 28L localizer. Leveling at 4000' MSL on heading 250 degrees, approach said 'turn left immediately to heading 180 degrees, and maintain present altitude.' we complied and in the turn saw an medium large transport Y at approximately 2 O'clock, our altitude, in a right turn, converging apparently turning inbound for runway 28R. As we crossed runway 28L centerline extended on heading 180 degrees, we requested approach control's intentions, and were then cleared for a visibility approach to runway 28L with the medium large transport Y on a parallel visibility to runway 28R. Landed, taxied to gate. Approach controller requested that we give them a call. Supervisor advised that they had experienced a 'failed handoff' on the other medium large transport Y, and that a strong new wind at altitude was giving the controller's difficulty on sequencing arriving aircraft. Said they had given us the immediate turn to 180 degrees when it appeared that legal sep between our right and medium large transport Y was about to be compromised. Approach control stated that, in fact, there had been no compromise, was no problem, and that they would 'do better next time.' apparently, this was meant to be an apology to us for the poor controling which we experienced.

Narrative: APCHING SFO ON QUIET BRIDGE, VIS FOR 28R. CLRED FROM 7000 TO 4000'. AT APPROX 12 DME, LEFT TURN TO 250 DEG HDG TO INTERCEPT RWY 28L LOC. LEVELING AT 4000' MSL ON HDG 250 DEGS, APCH SAID 'TURN LEFT IMMEDIATELY TO HDG 180 DEGS, AND MAINTAIN PRESENT ALT.' WE COMPLIED AND IN THE TURN SAW AN MLG Y AT APPROX 2 O'CLOCK, OUR ALT, IN A RIGHT TURN, CONVERGING APPARENTLY TURNING INBND FOR RWY 28R. AS WE CROSSED RWY 28L CENTERLINE EXTENDED ON HDG 180 DEGS, WE REQUESTED APCH CTL'S INTENTIONS, AND WERE THEN CLRED FOR A VIS APCH TO RWY 28L WITH THE MLG Y ON A PARALLEL VIS TO RWY 28R. LANDED, TAXIED TO GATE. APCH CTLR REQUESTED THAT WE GIVE THEM A CALL. SUPVR ADVISED THAT THEY HAD EXPERIENCED A 'FAILED HDOF' ON THE OTHER MLG Y, AND THAT A STRONG NEW WIND AT ALT WAS GIVING THE CTLR'S DIFFICULTY ON SEQUENCING ARRIVING ACFT. APPARENTLY, THIS WAS MEANT TO BE AN APOLOGY TO US FOR THE POOR CTLING WHICH WE EXPERIENCED.
