Narrative:

I climbed through 4500' over devener airport, which is under V-143. I contacted ZNY on 132.20 and told them I was going to 11,500' with skydivers. (This is done every weekend.) the controller assigned me a transponder code and had me repeat altitude I planned to use for the jump run. Winds were 280/55 at 9000'. When climbing through 9000 the controller routed some IFR traffic nearby and asked me to maintain 270 degree. After a couple of mins, I requested to change the heading when the controller informed me he had 6 heavy jets coming west on V-143. He gave me a choice of waiting or going down to 9500'. He also told me not to turn east of my present position. 2 mins or so later, I asked for a heading change to 030 degree which he accepted, but winds being so strong, we did not anticipate the drift back toward V-143. This got the controller annoyed and he told me he did no longer want to handle me. I acknowledged but did not reset the transponder to 1200. Problem: short temper on controller's and my behalf in this case. I only saw 2 of the 6 airplanes. The controller deviated the IFR traffic away from me and I am not sure if I was legally forced to obey his instructions or if I was in my right to fly IFR.

Title: PLT OF SKYDIVING ACFT WAS REFUSED ALT CLRNC OVER AIRWAY AND JUMP AREA BECAUSE OF CONFLICTING JET TRAFFIC.

Narrative: I CLIMBED THROUGH 4500' OVER DEVENER ARPT, WHICH IS UNDER V-143. I CONTACTED ZNY ON 132.20 AND TOLD THEM I WAS GOING TO 11,500' WITH SKYDIVERS. (THIS IS DONE EVERY WEEKEND.) THE CTLR ASSIGNED ME A XPONDER CODE AND HAD ME REPEAT ALT I PLANNED TO USE FOR THE JUMP RUN. WINDS WERE 280/55 AT 9000'. WHEN CLIMBING THROUGH 9000 THE CTLR ROUTED SOME IFR TFC NEARBY AND ASKED ME TO MAINTAIN 270 DEG. AFTER A COUPLE OF MINS, I REQUESTED TO CHANGE THE HDG WHEN THE CTLR INFORMED ME HE HAD 6 HEAVY JETS COMING W ON V-143. HE GAVE ME A CHOICE OF WAITING OR GOING DOWN TO 9500'. HE ALSO TOLD ME NOT TO TURN E OF MY PRESENT POSITION. 2 MINS OR SO LATER, I ASKED FOR A HDG CHANGE TO 030 DEG WHICH HE ACCEPTED, BUT WINDS BEING SO STRONG, WE DID NOT ANTICIPATE THE DRIFT BACK TOWARD V-143. THIS GOT THE CTLR ANNOYED AND HE TOLD ME HE DID NO LONGER WANT TO HANDLE ME. I ACKNOWLEDGED BUT DID NOT RESET THE XPONDER TO 1200. PROBLEM: SHORT TEMPER ON CTLR'S AND MY BEHALF IN THIS CASE. I ONLY SAW 2 OF THE 6 AIRPLANES. THE CTLR DEVIATED THE IFR TFC AWAY FROM ME AND I AM NOT SURE IF I WAS LEGALLY FORCED TO OBEY HIS INSTRUCTIONS OR IF I WAS IN MY RIGHT TO FLY IFR.
