Narrative:

An small aircraft on an ILS approach cancelled IFR when he was over the runway 35 #'south. This is when he first called the tower. Runway 17 was in use. I think center lost him on radar. There is no radar coverage to the ground, so the aircraft cannot be tracked as they should be. This happens with regularity here at sln, and can be very dangerous, especially with opp direction military jets in the pattern.

Title: AN ARR ACFT ON ILS APCH MADE INITIAL CALL TO TWR OVER END OF RWY.

Narrative: AN SMA ON AN ILS APCH CANCELLED IFR WHEN HE WAS OVER THE RWY 35 #'S. THIS IS WHEN HE FIRST CALLED THE TWR. RWY 17 WAS IN USE. I THINK CENTER LOST HIM ON RADAR. THERE IS NO RADAR COVERAGE TO THE GND, SO THE ACFT CANNOT BE TRACKED AS THEY SHOULD BE. THIS HAPPENS WITH REGULARITY HERE AT SLN, AND CAN BE VERY DANGEROUS, ESPECIALLY WITH OPP DIRECTION MIL JETS IN THE PATTERN.
