Narrative:

On 11/tue/89, I took off to the north at the ellinwood airport. It was about 40 degrees, and the wind was calm. After reaching takeoff speed and beginning my climb out, I experienced what I believe to be a partial loss of power. I decided to dump part of my load, and while doing this made contact with the runway. Being near the road to the north, I had to make a slightly abrupt aft movement of the stick to try to clear it. After crossing the road, I continue some dumping, but also had to maneuver the aircraft around an oil well. At this time, I made hard contact with the left gear. After rolling about 100', the gear separated from the aircraft, and the propeller and engine then made contact. The aircraft stopped in a nose-down condition. There were no injuries. Because of my misunderstanding of the regulations under NTSB 830, I failed to make an immediate report of this incident.

Title: AGR SMT LOST POWER ON TKOF AND WAS DAMAGED MAKING A FORCED OFF ARPT LNDG.

Narrative: ON 11/TUE/89, I TOOK OFF TO THE N AT THE ELLINWOOD ARPT. IT WAS ABOUT 40 DEGS, AND THE WIND WAS CALM. AFTER REACHING TKOF SPD AND BEGINNING MY CLBOUT, I EXPERIENCED WHAT I BELIEVE TO BE A PARTIAL LOSS OF PWR. I DECIDED TO DUMP PART OF MY LOAD, AND WHILE DOING THIS MADE CONTACT WITH THE RWY. BEING NEAR THE ROAD TO THE N, I HAD TO MAKE A SLIGHTLY ABRUPT AFT MOVEMENT OF THE STICK TO TRY TO CLEAR IT. AFTER XING THE ROAD, I CONTINUE SOME DUMPING, BUT ALSO HAD TO MANEUVER THE ACFT AROUND AN OIL WELL. AT THIS TIME, I MADE HARD CONTACT WITH THE LEFT GEAR. AFTER ROLLING ABOUT 100', THE GEAR SEPARATED FROM THE ACFT, AND THE PROP AND ENG THEN MADE CONTACT. THE ACFT STOPPED IN A NOSE-DOWN CONDITION. THERE WERE NO INJURIES. BECAUSE OF MY MISUNDERSTANDING OF THE REGS UNDER NTSB 830, I FAILED TO MAKE AN IMMEDIATE RPT OF THIS INCIDENT.
