Narrative:

After level off at FL190, ZDC sector controller queried me on my route of flight. I responded, 'direct kinston (iso) V157 tyi V213 pxt, V93 craco, direct bwi,' as filed. Sector controller questioned who issued clearance. I responded, 'wilmington approach control.' he asked if the clearance was as filed, and I responded in the affirmative. The tone of his voice indicated to me that we were not flying the route he expected us on. The issued clearance was koat direct iso V157 V615 hpw V213 pxt V93 graco direct bwi. On this particular flight, I had a new hire first officer who received the clearance from wilmington RAPCON. I asked him prior to takeoff how we were cleared. He responded 'direct iso, as filed.' after takeoff and prior to reaching iso, I again queried him on the route. He again responded 'direct iso, as filed.' I reprogrammed the RNAV for the route indicated by the first officer. After passing tyi en route to hpw, center queried me on my route of flight. I responded with the route as noted by the first officer. After reaching bwi, I called the wilmington RAPCON and asked them to review the tapes of the first officer's clearance readback. This was done and I subsequently learned that the clearance had been issued properly with the alternate route, and the first officer had read back the filed route. The controller made a correction to one part of the readback, but did not correct the wrong routing. Consequently we flew a portion of the wrong routing. Communications confusion and a reluctance by the first officer to ensure a proper understanding of the clearance caused this incident. I am very concerned about the experience level of the new hire pilots at our regional airline. I expect an ATP rated pilot to be able to copy a simple ATC clearance west/O error. This was not done.

Title: REGIONAL ACR FAILED TO FOLLOW CLRNC ROUTE BETWEEN OAJ AND BWI. PIC FOLLOWED THE NORMAL ROUTING INSTEAD OF THE ALTERNATE ROUTE.

ON THIS PARTICULAR FLT, I HAD A NEW HIRE F/O WHO RECEIVED THE CLRNC FROM WILMINGTON RAPCON. I ASKED HIM PRIOR TO TKOF HOW WE WERE CLRED. HE RESPONDED 'DIRECT ISO, AS FILED.' AFTER TKOF AND PRIOR TO REACHING ISO, I AGAIN QUERIED HIM ON THE ROUTE. HE AGAIN RESPONDED 'DIRECT ISO, AS FILED.' I REPROGRAMMED THE RNAV FOR THE ROUTE INDICATED BY THE F/O. AFTER PASSING TYI ENRTE TO HPW, CENTER QUERIED ME ON MY ROUTE OF FLT. I RESPONDED WITH THE ROUTE AS NOTED BY THE F/O. AFTER REACHING BWI, I CALLED THE WILMINGTON RAPCON AND ASKED THEM TO REVIEW THE TAPES OF THE F/O'S CLRNC READBACK. THIS WAS DONE AND I SUBSEQUENTLY LEARNED THAT THE CLRNC HAD BEEN ISSUED PROPERLY WITH THE ALTERNATE ROUTE, AND THE F/O HAD READ BACK THE FILED ROUTE. THE CTLR MADE A CORRECTION TO ONE PART OF THE READBACK, BUT DID NOT CORRECT THE WRONG ROUTING. CONSEQUENTLY WE FLEW A PORTION OF THE WRONG ROUTING. COMS CONFUSION AND A RELUCTANCE BY THE F/O TO ENSURE A PROPER UNDERSTANDING OF THE CLRNC CAUSED THIS INCIDENT. I AM VERY CONCERNED ABOUT THE EXPERIENCE LEVEL OF THE NEW HIRE PLTS AT OUR REGIONAL AIRLINE. I EXPECT AN ATP RATED PLT TO BE ABLE TO COPY A SIMPLE ATC CLRNC W/O ERROR. THIS WAS NOT DONE.
