Narrative:

The flight was pushed back and engines started. The tug was removed and signalman signaled us to begin taxi. After receiving taxi clearance we made a right turn to place us north the normal (and only) taxi out route. Airport construction was in progress to our left. There were no baracades or signalmen to indicate this route was closed or not usable. While on the yellow taxi centerline, we felt a 'thump'. I immediately stopped and requested an external inspection. Both construction crew and company personnel signaled damage to the left wingtip, and that it was ok to taxi back to the gate. After securing the airplane we found damage to the left wingtip and #1 slat. The construction crew reported damage to a piece of construction equipment. Construction is a way of life at airports. We need reliable indications of where we can safely taxi, and where we cannot. This we didn't have.

Title: ACR LGT TAXIING OUT FROM RAMP AT LGA WITH THE ASSISTANCE OF GND CREW STILL HITS CONSTRUCTION EQUIPMENT WITH THE WINGTIP.

Narrative: THE FLT WAS PUSHED BACK AND ENGINES STARTED. THE TUG WAS REMOVED AND SIGNALMAN SIGNALED US TO BEGIN TAXI. AFTER RECEIVING TAXI CLRNC WE MADE A RIGHT TURN TO PLACE US N THE NORMAL (AND ONLY) TAXI OUT ROUTE. ARPT CONSTRUCTION WAS IN PROGRESS TO OUR LEFT. THERE WERE NO BARACADES OR SIGNALMEN TO INDICATE THIS ROUTE WAS CLOSED OR NOT USABLE. WHILE ON THE YELLOW TAXI CENTERLINE, WE FELT A 'THUMP'. I IMMEDIATELY STOPPED AND REQUESTED AN EXTERNAL INSPECTION. BOTH CONSTRUCTION CREW AND COMPANY PERSONNEL SIGNALED DAMAGE TO THE LEFT WINGTIP, AND THAT IT WAS OK TO TAXI BACK TO THE GATE. AFTER SECURING THE AIRPLANE WE FOUND DAMAGE TO THE LEFT WINGTIP AND #1 SLAT. THE CONSTRUCTION CREW REPORTED DAMAGE TO A PIECE OF CONSTRUCTION EQUIPMENT. CONSTRUCTION IS A WAY OF LIFE AT ARPTS. WE NEED RELIABLE INDICATIONS OF WHERE WE CAN SAFELY TAXI, AND WHERE WE CANNOT. THIS WE DIDN'T HAVE.
