Narrative:

I was giving dual instruction and the student was doing s-turns across a road at 1000' AGL west of the santa ana river. We then went over the river which is dry -- a perfect area for forced lndgs -- and practiced a forced landing and forward and sideslips. On the first officer-around from the forced landing the student inadvertently retracted all the flaps and we settled to within 400' of the ground before establishing the climbout. We then started a slow climb to 1000' AGL in order to move to the practice area that is off the shoreline over the ocean. On climbout I noticed a police helicopter following at our 7 O'clock position. While the areas to each side of the river, over 1 mi, are congested, the area we were over is totally unsettled and unpopulated and has been used for flight training for over 40 yrs by local instructors. We violated no rules that I am aware of but because of the helicopter, I am sending this report in as a precaution.

Title: SMA, DOING PRIMARY TRAINING, GOT TOO CLOSE TO GND DURING SIMULATED FORCED LNDG.

Narrative: I WAS GIVING DUAL INSTRUCTION AND THE STUDENT WAS DOING S-TURNS ACROSS A ROAD AT 1000' AGL W OF THE SANTA ANA RIVER. WE THEN WENT OVER THE RIVER WHICH IS DRY -- A PERFECT AREA FOR FORCED LNDGS -- AND PRACTICED A FORCED LNDG AND FORWARD AND SIDESLIPS. ON THE FO-AROUND FROM THE FORCED LNDG THE STUDENT INADVERTENTLY RETRACTED ALL THE FLAPS AND WE SETTLED TO WITHIN 400' OF THE GND BEFORE ESTABLISHING THE CLIMBOUT. WE THEN STARTED A SLOW CLIMB TO 1000' AGL IN ORDER TO MOVE TO THE PRACTICE AREA THAT IS OFF THE SHORELINE OVER THE OCEAN. ON CLIMBOUT I NOTICED A POLICE HELI FOLLOWING AT OUR 7 O'CLOCK POSITION. WHILE THE AREAS TO EACH SIDE OF THE RIVER, OVER 1 MI, ARE CONGESTED, THE AREA WE WERE OVER IS TOTALLY UNSETTLED AND UNPOPULATED AND HAS BEEN USED FOR FLT TRAINING FOR OVER 40 YRS BY LCL INSTRUCTORS. WE VIOLATED NO RULES THAT I AM AWARE OF BUT BECAUSE OF THE HELI, I AM SENDING THIS REPORT IN AS A PRECAUTION.
