Narrative:
Aircraft X was issued instructions to taxi to runway 13R at K for departure. Aircraft X crossed the hold short line; due to the distance from the runway and ambiguous NOTAM procedures.remarking the hold short line in an appropriate distance from the temporary construction would prevent this situation. Also; having a different designator for the temporary runway would bring more awareness to new hold short markings.
