Narrative:

I was handed off from bsi arsa approach to bwi tower. I called tower about 6 times, spaced by about 1/2 min, before receiving response. When tower responded, I was too high and too close to runway threshold. I did s-turns. Another aircraft got ahead of me, and I had to hold altitude to avoid him. My approach was too high, and I violated clearance to hold short of crossing runway because I was unable to stop aircraft in time. At bwi, this runway 22 is 6000' long, but only 3000' before crossing 10-28. Under normal conditions, 3000' is plenty to stop an small aircraft. With a high approach, it isn't. The main causes of this situation were: 1) very heavy traffic at bwi--it was friday late afternoon, and controllers were doing a find job, but could not deal smoothly with immense # of aircraft coming and going. During peak hours, certain categories of traffic should not be allowed in the air traffic area, probably including GA. 2) I am a good pilot, but I couldn't decide whether to continue approach and risk not stopping short or ask for go around and risk getting no response from tower, thereby flying myself uncontrolled through the air traffic area and around! I probably decided the wrong way, but I'm still not sure!

MY APCH WAS TOO HIGH, AND I VIOLATED CLRNC TO HOLD SHORT OF XING RWY BECAUSE I WAS UNABLE TO STOP ACFT IN TIME. AT BWI, THIS RWY 22 IS 6000' LONG, BUT ONLY 3000' BEFORE XING 10-28.
