Narrative:

I went along with another CFI to obtain night currency (hers) and to acclimate her to the new traffic pattern (tpa had been changed). After start-up, we did a 180 degree and headed toward the runway. After turning, she asked me to take the plane, so that she could adjust the seat. I bumped the throttle up to about 1500 RPM. The propeller blast was sent directly toward 2 men standing by the fence on the edge of the ramp. One gentleman is very active in an organization that is against the airport. The other gentleman told me he thought the incident was done on purpose (he had accosted one CFI earlier in the year). I am writing this report to protect myself from any possible legal action.

Title: PROPELLER BLAST FROM SMA ACFT WASHED OVER ANTAGONISTIC OBSERVER.

Narrative: I WENT ALONG WITH ANOTHER CFI TO OBTAIN NIGHT CURRENCY (HERS) AND TO ACCLIMATE HER TO THE NEW TFC PATTERN (TPA HAD BEEN CHANGED). AFTER START-UP, WE DID A 180 DEG AND HEADED TOWARD THE RWY. AFTER TURNING, SHE ASKED ME TO TAKE THE PLANE, SO THAT SHE COULD ADJUST THE SEAT. I BUMPED THE THROTTLE UP TO ABOUT 1500 RPM. THE PROPELLER BLAST WAS SENT DIRECTLY TOWARD 2 MEN STANDING BY THE FENCE ON THE EDGE OF THE RAMP. ONE GENTLEMAN IS VERY ACTIVE IN AN ORGANIZATION THAT IS AGAINST THE ARPT. THE OTHER GENTLEMAN TOLD ME HE THOUGHT THE INCIDENT WAS DONE ON PURPOSE (HE HAD ACCOSTED ONE CFI EARLIER IN THE YEAR). I AM WRITING THIS REPORT TO PROTECT MYSELF FROM ANY POSSIBLE LEGAL ACTION.
