Narrative:

The ramp agent who was unloading the front pits of the aircraft put a scanner on the belt loader after he had finished unloading bags. He then threw some mail behind the scanner. The on-line runner who was collecting the bags on the other end of the belt loader turned the belt off. He then got in his tug to drive away. Between the agent in the pit and the on-line runner neither secured the scanner. The scanner got caught under the tire of the cart; scraped the ground and caught fire near the aircraft.
