Narrative:

Approaching westmoreland airport flight was cleared to land while on a right base for runway 23 at lbe. On short final the tower controller told us to go around to the right. We went around to the right and as we looked back we saw a small single engine pass behind us. He had taken off in the opposite direction without takeoff clearance. We never saw the traffic when we were on final, and had it not been for the tower controller the outcome may have been terrible.

Title: CLOSE PROX COMMUTER LTT ON SHORT FINAL AND GA SMA UNAUTH TKOF OPPOSITE DIRECTION.

Narrative: APCHING WESTMORELAND ARPT FLT WAS CLRED TO LAND WHILE ON A RIGHT BASE FOR RWY 23 AT LBE. ON SHORT FINAL THE TWR CTLR TOLD US TO GO AROUND TO THE RIGHT. WE WENT AROUND TO THE RIGHT AND AS WE LOOKED BACK WE SAW A SMALL SINGLE ENGINE PASS BEHIND US. HE HAD TAKEN OFF IN THE OPPOSITE DIRECTION WITHOUT TKOF CLRNC. WE NEVER SAW THE TFC WHEN WE WERE ON FINAL, AND HAD IT NOT BEEN FOR THE TWR CTLR THE OUTCOME MAY HAVE BEEN TERRIBLE.
