Narrative:

As we left our gate in fll I called for taxi clearance. Our clearance was 'XXX1234 taxi to runway 9L via charlie, hold short of 9L at charlie'. I read back clearance as given. As we approached 9L we were given clearance 'XXX1234 cross 9L at charlie'. I acknowledged clearance as 'XXX1234 crossing 9L at charlie'. We continued taxi, after crossing 9L, to the approach end which includes crossing runway 13-31. As we crossed runway 13 ground control called us and said that we were told to hold short of runway 13. We do not recall any clearance and we relayed this to the controller. His reply was that 'some one acknowledged it'. There was an FAA small transport on a 1 to 1 1/2 mi final that we saw but didn't think there was any conflict with him. Our understanding of the clearance was to taxi to 9L which includes crossing any intersecting runways unless told otherwise. I think the cause of this incident was the controller's failure to issue a hold short clearance for runway 13. However I should have asked before crossing any intersecting runways unless specific clearance to cross was issued.

Title: LGT CREW RECEIVED CLRNC TO CROSS ACTIVE RWY AND CONTINUE TO APCH END, CROSSING INTERSECTING RWY.

Narrative: AS WE LEFT OUR GATE IN FLL I CALLED FOR TAXI CLRNC. OUR CLRNC WAS 'XXX1234 TAXI TO RWY 9L VIA CHARLIE, HOLD SHORT OF 9L AT CHARLIE'. I READ BACK CLRNC AS GIVEN. AS WE APCHED 9L WE WERE GIVEN CLRNC 'XXX1234 CROSS 9L AT CHARLIE'. I ACKNOWLEDGED CLRNC AS 'XXX1234 XING 9L AT CHARLIE'. WE CONTINUED TAXI, AFTER XING 9L, TO THE APCH END WHICH INCLUDES XING RWY 13-31. AS WE CROSSED RWY 13 GND CTL CALLED US AND SAID THAT WE WERE TOLD TO HOLD SHORT OF RWY 13. WE DO NOT RECALL ANY CLRNC AND WE RELAYED THIS TO THE CTLR. HIS REPLY WAS THAT 'SOME ONE ACKNOWLEDGED IT'. THERE WAS AN FAA SMT ON A 1 TO 1 1/2 MI FINAL THAT WE SAW BUT DIDN'T THINK THERE WAS ANY CONFLICT WITH HIM. OUR UNDERSTANDING OF THE CLRNC WAS TO TAXI TO 9L WHICH INCLUDES XING ANY INTERSECTING RWYS UNLESS TOLD OTHERWISE. I THINK THE CAUSE OF THIS INCIDENT WAS THE CTLR'S FAILURE TO ISSUE A HOLD SHORT CLRNC FOR RWY 13. HOWEVER I SHOULD HAVE ASKED BEFORE XING ANY INTERSECTING RWYS UNLESS SPECIFIC CLRNC TO CROSS WAS ISSUED.
