Narrative:

Copilot was flying the return leg from tus to ads after a passenger drop off. I was doing paperwork with my head down. The mach overspd warning went off at .82 mach and the stick puller activated. Copilot sat there like a zombie. By this time we were +500' off of FL450. I killed the altitude encoder and pulled the power back. I told the copilot to be more careful and use my airspeed indicator to set .80 mach as it has the air data computer. He did not know that. This is a training problem that I have seen before. I fly part time for a 135 operator when I'm not flying for an airline. Most of these 135 operators have little money for training so most of the time you have a crew composed of a captain and a radio operator. Most of the coplts we have were flight instructors before coming here so they don't have any simulator time or crew concept training. I had been with a commuter before being a freight dog in an small transport bizjet and have gone to advanced training on the light transport bizjet so life was easy to me when I started flying here. I knew the proper way to do crew procedures. These people don't. This, however, will change. I had already talked with owner about running some training and he agreed to it. This is a system-wide problem, however, and frankly I don't look for any improvement until part 135 regulations are changed.

Title: SMT BIZJET EXCEEDS MACH LIMIT AND STICK PULLER ACTIVATED CAUSING ALT EXCURSION.

Narrative: COPLT WAS FLYING THE RETURN LEG FROM TUS TO ADS AFTER A PAX DROP OFF. I WAS DOING PAPERWORK WITH MY HEAD DOWN. THE MACH OVERSPD WARNING WENT OFF AT .82 MACH AND THE STICK PULLER ACTIVATED. COPLT SAT THERE LIKE A ZOMBIE. BY THIS TIME WE WERE +500' OFF OF FL450. I KILLED THE ALT ENCODER AND PULLED THE POWER BACK. I TOLD THE COPLT TO BE MORE CAREFUL AND USE MY AIRSPEED INDICATOR TO SET .80 MACH AS IT HAS THE AIR DATA COMPUTER. HE DID NOT KNOW THAT. THIS IS A TRAINING PROBLEM THAT I HAVE SEEN BEFORE. I FLY PART TIME FOR A 135 OPERATOR WHEN I'M NOT FLYING FOR AN AIRLINE. MOST OF THESE 135 OPERATORS HAVE LITTLE MONEY FOR TRAINING SO MOST OF THE TIME YOU HAVE A CREW COMPOSED OF A CAPT AND A RADIO OPERATOR. MOST OF THE COPLTS WE HAVE WERE FLT INSTRUCTORS BEFORE COMING HERE SO THEY DON'T HAVE ANY SIMULATOR TIME OR CREW CONCEPT TRAINING. THIS IS A SYSTEM-WIDE PROBLEM, HOWEVER, AND FRANKLY I DON'T LOOK FOR ANY IMPROVEMENT UNTIL PART 135 REGS ARE CHANGED.
