Narrative:

I was working the approach control position at sgf when I observed small transport X over the reeds intersection at 5000'. The overflt strip I received from the fdio stated his cruising altitude as 6000'. The aircraft came to within 2 mi of the sgf approach control airspace west/O an attempt for a handoff from ZKC sector 74. To avoid a possible situation, I called ZKC and told the controller that small transport X was radar contact. The ZKC controller's response was, 'I don't know who you are talking about.' it was later revealed that ZME released the aircraft off hko apparently west/O coordination with ZDC for non radar handling through the zke airspace.

Title: ATC WAS APCHING ADJACENT FAC AIRSPACE WITHOUT A HANDOFF WHEN CTLR INTERVENED.

Narrative: I WAS WORKING THE APCH CTL POS AT SGF WHEN I OBSERVED SMT X OVER THE REEDS INTXN AT 5000'. THE OVERFLT STRIP I RECEIVED FROM THE FDIO STATED HIS CRUISING ALT AS 6000'. THE ACFT CAME TO WITHIN 2 MI OF THE SGF APCH CTL AIRSPACE W/O AN ATTEMPT FOR A HDOF FROM ZKC SECTOR 74. TO AVOID A POSSIBLE SITUATION, I CALLED ZKC AND TOLD THE CTLR THAT SMT X WAS RADAR CONTACT. THE ZKC CTLR'S RESPONSE WAS, 'I DON'T KNOW WHO YOU ARE TALKING ABOUT.' IT WAS LATER REVEALED THAT ZME RELEASED THE ACFT OFF HKO APPARENTLY W/O COORD WITH ZDC FOR NON RADAR HANDLING THROUGH THE ZKE AIRSPACE.
