Narrative:

Departed 2IY at XA50Z to a point 4.5 NM north of cmh for an off-airport landing to pick up 6 passenger. Cmh approach was contacted and we were cleared into the arsa. Airport was VFR. Upon landing, controller told us to squawk standby and call him when airborne. We then landed at approximately XB10Z. Passenger were late, as usual. Since we could not receive ATIS or approach on ground as expected, we took off, remained in general area at or below 1500' MSL. Upon contact on 132.30 MHZ, controller issued us a new code. Controller was very busy, which was our first clue that the situation had changed at cmh. Controller finally replied to us after a third call. We, by then, had the ATIS and requested a SVFR clearance to operate at or below 1500' MSL 3-5 NM north of the airport--clear of both east/west runways. Controller then told us to contact the tower, which we did. At no time did the controller reply 'radar contact,' nor grant us our SVFR request. Upon contact with the tower, we were asked if we had a SVFR clearance, which we didn't, and what we were doing in the arsa like we were a pop up target or something. What had happened is the approach controller would not grant us a SVFR and dumped us. The tower then more or less had us admit on tape that we were in the arsa, which we knew, west/O a SVFR clearance! Great. Controller then proceeded to criticize us for being in the arsa west/O a SVFR clearance.

UPON LNDG, CTLR TOLD US TO SQUAWK STANDBY AND CALL HIM WHEN AIRBORNE. WE THEN LANDED AT APPROX XB10Z. PAX WERE LATE, AS USUAL. SINCE WE COULD NOT RECEIVE ATIS OR APCH ON GND AS EXPECTED, WE TOOK OFF, REMAINED IN GENERAL AREA AT OR BELOW 1500' MSL. UPON CONTACT ON 132.30 MHZ, CTLR ISSUED US A NEW CODE. CTLR WAS VERY BUSY, WHICH WAS OUR FIRST CLUE THAT THE SITUATION HAD CHANGED AT CMH. CTLR FINALLY REPLIED TO US AFTER A THIRD CALL. WE, BY THEN, HAD THE ATIS AND REQUESTED A SVFR CLRNC TO OPERATE AT OR BELOW 1500' MSL 3-5 NM N OF THE ARPT--CLR OF BOTH E/W RWYS. CTLR THEN TOLD US TO CONTACT THE TWR, WHICH WE DID. AT NO TIME DID THE CTLR REPLY 'RADAR CONTACT,' NOR GRANT US OUR SVFR REQUEST. UPON CONTACT WITH THE TWR, WE WERE ASKED IF WE HAD A SVFR CLRNC, WHICH WE DIDN'T, AND WHAT WE WERE DOING IN THE ARSA LIKE WE WERE A POP UP TARGET OR SOMETHING. WHAT HAD HAPPENED IS THE APCH CTLR WOULD NOT GRANT US A SVFR AND DUMPED US. THE TWR THEN MORE OR LESS HAD US ADMIT ON TAPE THAT WE WERE IN THE ARSA, WHICH WE KNEW, W/O A SVFR CLRNC! GREAT. CTLR THEN PROCEEDED TO CRITICIZE US FOR BEING IN THE ARSA W/O A SVFR CLRNC.
