Narrative:

When ZMA switched us to sju center, we were unable to contact them for 5 mins. Upon contact their radio xmissions were broken and we reported same. At 160 NM from sju we were issued a clearance to descend 'pilot's discretion to cross 40 NM west of 10000'.' this clearance took 2 xmissions because mjzs was breaking up. We started a descent at 140 NM sju. As we were passing FL320 mjzs called us and said something about FL290, but he was broken up. I repeated that we were out of FL320 for 10000', and he was breaking up. Upon descending through FL270 center asked our altitude. I sated FL270, descending to 10000'. Center said our clearance had been changed to FL290, but to continue the descent to cross 40 NM from sju at 10000'. There was no mention of a traffic conflict. This transmission was loud and clear.
