Narrative:

Departed elm for cak after receiving in-person WX brief from FSS at elm. Elm was 2000 sct 4700 ovc en route WX similar with 'chance 2000 broken 5 runway/ip. At cak frz lvl 3500-5500' I departed VFR as MEA over PA mountains is 4500' which would be in known icing conditions. En route over fkl WX fell below forcasted so I filed IFR with cle center. Due to icing conditions I was cleared to MVA then given radar vectors to visual approach into fkl. Uneventful landing. I should not have 'pushed' the WX, especially in mountainous area.
