Narrative:

Aircraft off of bpa climbed through overflt at 6000'. Callback conversation with reporter revealed the following: the reporter was training on the handoff position and is a deviation. She has been at the facility for approximately 7 months. The military aircraft departure on a SID was originally assigned 3000', then cleared to 5000'. The radar controller heard another controller mention 9000', and thought it was coordinated for his aircraft to climb. He issued the climb and immediately lost sep with an IFR overflt at 6000'. Since the reporter was in a training status, she was not involved in the incident. The facility filed an operational error. She does not recall conflict alert going off.

Narrative: ACFT OFF OF BPA CLBED THROUGH OVERFLT AT 6000'. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING: THE RPTR WAS TRNING ON THE HDOF POS AND IS A DEV. SHE HAS BEEN AT THE FAC FOR APPROX 7 MONTHS. THE MIL ACFT DEP ON A SID WAS ORIGINALLY ASSIGNED 3000', THEN CLRED TO 5000'. THE RADAR CTLR HEARD ANOTHER CTLR MENTION 9000', AND THOUGHT IT WAS COORDINATED FOR HIS ACFT TO CLB. HE ISSUED THE CLB AND IMMEDIATELY LOST SEP WITH AN IFR OVERFLT AT 6000'. SINCE THE RPTR WAS IN A TRNING STATUS, SHE WAS NOT INVOLVED IN THE INCIDENT. THE FAC FILED AN OPERROR. SHE DOES NOT RECALL CONFLICT ALERT GOING OFF.
