Narrative:

We were cleared by ZLC to FL290 then to FL310 'expect FL330 in 8 mins'. After leveling at FL310 the controller issued traffic. Later we were handed off to ZDV. The den controller was very busy and after initial contact we were told at 2 different times to maintain FL310. Our flight continued to dfw then to lga where a message to call den ARTCC was waiting. The denver area manager explained that we had been handed off from slc to den at the wrong altitude and that slc was claiming communications problems with us. Slc had to go thru commercial radio to contact us. This was not the case as we received ZDV's frequency from ZLC. According to the den area manager no airspace incursions occurred.

Title: FLT CREW ALLEGEDLY FOLLOWED CLRNCS AS ISSUED, ZDV SUPVR LATER REVIEWED CLRNC WITH THE FLT CREW.

Narrative: WE WERE CLRED BY ZLC TO FL290 THEN TO FL310 'EXPECT FL330 IN 8 MINS'. AFTER LEVELING AT FL310 THE CTLR ISSUED TFC. LATER WE WERE HANDED OFF TO ZDV. THE DEN CTLR WAS VERY BUSY AND AFTER INITIAL CONTACT WE WERE TOLD AT 2 DIFFERENT TIMES TO MAINTAIN FL310. OUR FLT CONTINUED TO DFW THEN TO LGA WHERE A MESSAGE TO CALL DEN ARTCC WAS WAITING. THE DENVER AREA MGR EXPLAINED THAT WE HAD BEEN HANDED OFF FROM SLC TO DEN AT THE WRONG ALT AND THAT SLC WAS CLAIMING COMS PROBLEMS WITH US. SLC HAD TO GO THRU COMMERCIAL RADIO TO CONTACT US. THIS WAS NOT THE CASE AS WE RECEIVED ZDV'S FREQ FROM ZLC. ACCORDING TO THE DEN AREA MGR NO AIRSPACE INCURSIONS OCCURRED.
