Narrative:

We were cleared for takeoff on runway 26L at el paso. At approximately 500' AGL on climbout just as we were starting our left turnout, my first officer noticed an air force MTR just off our right wing at approximately our altitude and 300-400' lateral distance. He saw the MTR just as it started a hard right bank to avoid us. El paso departure investigated and said that the MTR, with student training in progress, had overshot his missed approach point during a miss off runway 21 at biggs. The instructor took over and initiated evasive action. I never saw the MTR as he was out of my line of vision below the right sidewall of aircraft. Later elp tower said the MTR had made a missed approach off runway 22 at elp and he and local controller both had us in sight. We were never notified.
