Narrative:

I reported having airport insight to the frequency; instead they vectored me on 310 heading; and climb 2000 feet; and then a 330 [heading]. In IMC condition; I experienced the failure of both engines at 1500 feet. I; therefore; chose a landing site away from person and properties; on the side of a canal. I tried to trouble shoot the engines; switching tanks; full power; emergency pumps; but nothing. I finally landed safely in the side of the canal.

Title: A PA-31 pilot on a short hop lost power in both engines as he climbed through 1500MSL. He landed safely alongside a canal with no reported damage or injuries. As he set up for the approach and landing he attempted to restart the engine/s but was unsuccessful.
