Narrative:

Tower reported runway lights on active runway were inoperative. It was VFR. The ILS, VASI and head-in lights were operative. I decided I could accurately determine the end of the runway. After landing, I researched the regulations and found that I should not have landed because the green runway threshold lights were inoperative. I feel I was completely safe in landing the aircraft because of the other lighting aids available.
