Narrative:

I was PIC of an small aircraft, eastbound on a VFR flight from laf to mie. I was navigating direct from laf to mie with LORAN and pilotage. My aircraft was level at 3500' MSL, with the autoplt engaged to allow my attention to be more on collision avoidance. I had contacted grissom AFB approach for VFR traffic advisories and had received a squawk code from them. I had been in contact with grissom for 5-10 mins. Approximately 15 mi southwest of okk VOR I spotted an small aircraft model aircraft, orange and white in color, approaching at a 90 degree angle from the left of my flight path, crossing to the right. The aircraft was at my 11 O'clock position, approximately 1500-2000' horizontal and 100-200' vertical above my altitude. The small aircraft aircraft was on a s-erly heading. Upon sighting the aircraft conflicting with my flight path, I immediately disengaged the autoplt and placed my aircraft into a dive. I descended my aircraft approximately 300'. The small aircraft continued south, passing above and behind me. Throughout the whole conflict, I saw no change in the aircraft's heading/altitude/flight path. After passing clear of the aircraft, I returned to 3500' MSL and noted the time, place and aircraft type. Grissom approach control did not report any traffic advisories prior to or following the conflict. I realize traffic advisories are on a workload-permitting basis, but the controller and frequency did not allude to being busy, and my request was acknowledged from the first request for advisories. Shortly after the conflict, grissom issued a traffic advisory to me for another aircraft which was never sighted. The small aircraft in question was obviously at an altitude where it should have been adhering to VFR cruising altitude rules, but was not. They also did not either see and avoid my aircraft, or they chose to ignore the right-of-way rules, denying right of way to my aircraft and creating a potentially hazardous situation.

Title: PLT OF VFR SMA AVOIDED CONFLICT WITH ANOTHER SMA, SAME ALT, PASSING LEFT TO RIGHT--MISSING BY 500' VERTICAL AND 2000' HORIZONTAL.

Narrative: I WAS PIC OF AN SMA, EBND ON A VFR FLT FROM LAF TO MIE. I WAS NAVIGATING DIRECT FROM LAF TO MIE WITH LORAN AND PILOTAGE. MY ACFT WAS LEVEL AT 3500' MSL, WITH THE AUTOPLT ENGAGED TO ALLOW MY ATTN TO BE MORE ON COLLISION AVOIDANCE. I HAD CONTACTED GRISSOM AFB APCH FOR VFR TFC ADVISORIES AND HAD RECEIVED A SQUAWK CODE FROM THEM. I HAD BEEN IN CONTACT WITH GRISSOM FOR 5-10 MINS. APPROX 15 MI SW OF OKK VOR I SPOTTED AN SMA MODEL ACFT, ORANGE AND WHITE IN COLOR, APCHING AT A 90 DEG ANGLE FROM THE LEFT OF MY FLT PATH, XING TO THE RIGHT. THE ACFT WAS AT MY 11 O'CLOCK POS, APPROX 1500-2000' HORIZ AND 100-200' VERT ABOVE MY ALT. THE SMA ACFT WAS ON A S-ERLY HDG. UPON SIGHTING THE ACFT CONFLICTING WITH MY FLT PATH, I IMMEDIATELY DISENGAGED THE AUTOPLT AND PLACED MY ACFT INTO A DIVE. I DSNDED MY ACFT APPROX 300'. THE SMA CONTINUED S, PASSING ABOVE AND BEHIND ME. THROUGHOUT THE WHOLE CONFLICT, I SAW NO CHANGE IN THE ACFT'S HDG/ALT/FLT PATH. AFTER PASSING CLR OF THE ACFT, I RETURNED TO 3500' MSL AND NOTED THE TIME, PLACE AND ACFT TYPE. GRISSOM APCH CTL DID NOT RPT ANY TFC ADVISORIES PRIOR TO OR FOLLOWING THE CONFLICT. I REALIZE TFC ADVISORIES ARE ON A WORKLOAD-PERMITTING BASIS, BUT THE CTLR AND FREQ DID NOT ALLUDE TO BEING BUSY, AND MY REQUEST WAS ACKNOWLEDGED FROM THE FIRST REQUEST FOR ADVISORIES. SHORTLY AFTER THE CONFLICT, GRISSOM ISSUED A TFC ADVISORY TO ME FOR ANOTHER ACFT WHICH WAS NEVER SIGHTED. THE SMA IN QUESTION WAS OBVIOUSLY AT AN ALT WHERE IT SHOULD HAVE BEEN ADHERING TO VFR CRUISING ALT RULES, BUT WAS NOT. THEY ALSO DID NOT EITHER SEE AND AVOID MY ACFT, OR THEY CHOSE TO IGNORE THE RIGHT-OF-WAY RULES, DENYING RIGHT OF WAY TO MY ACFT AND CREATING A POTENTIALLY HAZARDOUS SITUATION.
