Narrative:

Cleared loupe 6 departure from sjc. Did not level at 12,000' as required on SID at the san jose VOR. The loupe 6 departure is very complicated, I had never flown a sacramento transition (nor seen it flown). The captain and I discussed the departure prior to takeoff at length. It was not evident from the depiction that aircraft on the sacramento transition do have to make the loop back to the sjc VOR. We discussed the 14,000' (at or above) and the 12,000 restriction and how it is sometimes difficult to make 12,000'. I completely read over the 'cross at' 12,000' over sjc VOR. I have no excuse for this but I do feel the departure is excessively complicated and difficult to understand. I believe the north and south transitions should be on different plates.

Title: ACR MLG ALT DEVIATION FLYING SJC SID.

Narrative: CLRED LOUPE 6 DEP FROM SJC. DID NOT LEVEL AT 12,000' AS REQUIRED ON SID AT THE SAN JOSE VOR. WE DISCUSSED THE 14,000' (AT OR ABOVE) AND THE 12,000 RESTRICTION AND HOW IT IS SOMETIMES DIFFICULT TO MAKE 12,000'. I COMPLETELY READ OVER THE 'CROSS AT' 12,000' OVER SJC VOR. I HAVE NO EXCUSE FOR THIS BUT I DO FEEL THE DEP IS EXCESSIVELY COMPLICATED AND DIFFICULT TO UNDERSTAND. I BELIEVE THE NORTH AND SOUTH TRANSITIONS SHOULD BE ON DIFFERENT PLATES.
