Narrative:
Due to weather; snow-covered taxiways; runway changes; and traffic distractions; we planned to delay configuring until just prior to taking the runway so as to not contaminate the control surfaces with ice. Our planned configuration was missed. We got a configuration warning and immediately executed an rejected takeoff at about 20 KIAS and exited the runway. We prevented this on a previous flight by placing a visible cue and reminder on the throttle quadrant. We should have used this technique this time.
