Narrative:
Latitude sep between small aircraft X and atx Y did not exist (4.031 mi and 100' vertical). Small aircraft X was eastbound at 7000' and atx Y was also at 7000' sebnd, about ready to be given a crossing restriction of 6000' at loves intersection. Small aircraft X was given a heading 040 degrees which obviously was not enough and latitude sep was lost.
