Air carrier airline aircraft ship #XXXX, flight xx lgw-cvg, 9/fri/89. Scheduled arrival time, xa; actual arrival, xb. Scheduled departure xc; actual, xd. Required that overwater international aircraft have layover inspection. Complied with before departure, and as much that can be done on aircraft on outstanding maintenance carry-overs (mco's) set-ups (msu's) and inbound write-ups. 3 a&P mechanics were assigned to aircraft with 1 mechanic helper south;lit between the other international flight. Standard man hours on this inspection are 12. The amount of work done on mco's, msu's and inbound write-ups totaled 9 man hours. The man power is not enough to work aircraft west/O overlooking routine inspection items. It is expected on late arriving aircraft to overlook routine inspection items and work on important items, ie, mco's, msu's and cabin items. Air carrier stated policy is not to sign off any items that have not been complied with, but in practice there is pressure applied by attitude talks and letters and evaluation reports. With no requirement via far's for minimum staffing or FAA monitoring of manpwr against scheduled and actual work done and manpwr available to do this work when the aircraft are on the ground. This will continue to happen. Note: this is not limited to this example.
