Narrative:
I was OJT a deviation controller. The trnee issued descent clearance to government X from FL180 to 11000'. The pilot read back, '10000 altimeter .' I thought the pilot said 11000' and so did the trnee. However, the tape recording proved the pilot mistakenly heard the wrong altitude assigned, and I missed the pilot's readback. 2 wrongs don't make a right, as the medium large transport descended into approach control airspace west/O coordination, hence a system deviation. Perhaps the fact that I was OJT contributed to this situation, as we had just worked heavy traffic and were discussing speed control as government X was being given the clearance. This is the only reason I feel I missed the readback, because I honestly thought the pilot read back the correct altitude.

Title: GOV X DESCENDED INTO APCH CTL WITHOUT COORD. OPERATIONAL DEVIATION.
Narrative: I WAS OJT A DEV CTLR. THE TRNEE ISSUED DSCNT CLRNC TO GOV X FROM FL180 TO 11000'. THE PLT READ BACK, '10000 ALTIMETER .' I THOUGHT THE PLT SAID 11000' AND SO DID THE TRNEE. HOWEVER, THE TAPE RECORDING PROVED THE PLT MISTAKENLY HEARD THE WRONG ALT ASSIGNED, AND I MISSED THE PLT'S READBACK. 2 WRONGS DON'T MAKE A RIGHT, AS THE MLG DSNDED INTO APCH CTL AIRSPACE W/O COORD, HENCE A SYS DEVIATION. PERHAPS THE FACT THAT I WAS OJT CONTRIBUTED TO THIS SITUATION, AS WE HAD JUST WORKED HEAVY TFC AND WERE DISCUSSING SPD CTL AS GOV X WAS BEING GIVEN THE CLRNC. THIS IS THE ONLY REASON I FEEL I MISSED THE READBACK, BECAUSE I HONESTLY THOUGHT THE PLT READ BACK THE CORRECT ALT.
