Narrative:

Flow control called my d-side and stated that air carrier X needed to be rerted via mem direct aex direct das direct hou due to WX. Air carrier X checked on my frequency from mem approach climbing out of 8500 for 12000'. I rogered air carrier X and instructed him to climb and maintain FL230, and that I had a slight rerte for him when he was ready to copy. Air carrier X rogered the climb and stated 'go ahead with rerte.' I stated, 'air carrier X, you're now cleared to the hou airport via direct aex direct das direct hou, maintain FL230.' air carrier X rogered. After a pause of about 2 seconds, the air carrier X stated, 'how about a heading for direct aex?' I rogered and stated initial heading of 205 degrees for direct. Air carrier X rogered and commenced his turn at 10400'. Mem approach owns 12000' and below. I was not aware of the exact altitude at which the turn commenced until reviewing the tapes and printouts. Mem approach supervisor called the west end supervisor and relayed the information that a deviation had occurred. Supervisor notified me that approach had called. I reviewed the tapes. Callback conversation with reporter revealed the following: experience level: fpl radar 3 months, non radar 2 yrs, military 4 yrs. Aircraft type: medium large transport. Position of incident: 20 southwest mem VOR. Reporter said he just didn't check the altitude of air carrier X prior to approving direct. FAA processed a system deviation and assigned remedial training.

I ROGERED ACR X AND INSTRUCTED HIM TO CLB AND MAINTAIN FL230, AND THAT I HAD A SLIGHT RERTE FOR HIM WHEN HE WAS READY TO COPY. ACR X ROGERED THE CLB AND STATED 'GO AHEAD WITH RERTE.' I STATED, 'ACR X, YOU'RE NOW CLRED TO THE HOU ARPT VIA DIRECT AEX DIRECT DAS DIRECT HOU, MAINTAIN FL230.' ACR X ROGERED. AFTER A PAUSE OF ABOUT 2 SECS, THE ACR X STATED, 'HOW ABOUT A HDG FOR DIRECT AEX?' I ROGERED AND STATED INITIAL HDG OF 205 DEGS FOR DIRECT. ACR X ROGERED AND COMMENCED HIS TURN AT 10400'. MEM APCH OWNS 12000' AND BELOW. I WAS NOT AWARE OF THE EXACT ALT AT WHICH THE TURN COMMENCED UNTIL REVIEWING THE TAPES AND PRINTOUTS. MEM APCH SUPVR CALLED THE W END SUPVR AND RELAYED THE INFO THAT A DEVIATION HAD OCCURRED. SUPVR NOTIFIED ME THAT APCH HAD CALLED. I REVIEWED THE TAPES. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING: EXPERIENCE LEVEL: FPL RADAR 3 MONTHS, NON RADAR 2 YRS, MIL 4 YRS. ACFT TYPE: MLG. POS OF INCIDENT: 20 SW MEM VOR. RPTR SAID HE JUST DIDN'T CHK THE ALT OF ACR X PRIOR TO APPROVING DIRECT. FAA PROCESSED A SYS DEVIATION AND ASSIGNED REMEDIAL TRNING.
