Narrative:

While flying over the valley I experienced carburetor ice; and declared an emergency to land at a suitable airport. I had to descend through IMC to land safely while the engine did not want to produce power. After landing visible water was running out of the air cleaner. After 2 hours the skies cleared and the engine ran fine.
