Narrative:

Planned IFR flight maw-esn WX briefing called for VFR all day. During flight decided to stop for a rest/refuel. Changed destination to blf. Ceiling at blf was said to be 3000. We received clearance to 4000' and radar vectors. As blf has an ILS I was expecting radar vectors to the localizer and the frequency for the localizer also. The controller then asked which approach I would request. I had no approach plates for the area and told him so and requested vectors for the ILS and a lower altitude, as I was expecting blf to be VFR and a visual approach. The controller said we could not get lower. After 5 or 10 mins of flying IMC with no breaks in the cloud, I asked what the WX was at roanoke, woodrum field (odr). It was reported VFR, so we changed our destination or odr, direct. We received radar vectors and when handed over to tower, we came out of the cloud at approximately 2500' and made a visual approach and landed. Because I had no approach plates and the tone of the controller's voice, I am expecting a letter from the FAA. However, I feel I made the correct decisions and did nothing wrong.
