Narrative:

I was conducting an IFR checkride. The student filed an IFR flight plan using my name. The WX was clear, VFR over the entire route. We were cleared by center for the NDB approach at salem and to contact salem tower procedure turn inbound. The student started the turn outbnd at the IAF then continued past the outbnd course in a circle until he was actually inbound rather than outbnd. He immediately started descent then realized his mistake and called center that he had missed approach and began climbing to 4000', the altitude he had been at the IAF. He should have flown the missed approach procedure which called for 2600' to the NDB. Center questioned him about his altitude (what altitude he was climbing to) and he answered he never got down and wanted to go back to the NDB and start over. In fact he had only descended less than 500' when he missed approach. I let him go far enough to determine that he would not meet the test standards before correcting the situation. I did not interfere before that point since he immediately discerned his mistake and took action. The IFR checkride was later cancelled due to the student's failure to meet the test standards.

Title: STUDENT PLT TAKING INSTRUMENT CHECKRIDE MAKES GROSS TRACK DEVIATION ON APCH, DECLARES MISSED APCH, THEN BUSTS MISSED APCH ALT.

Narrative: I WAS CONDUCTING AN IFR CHECKRIDE. THE STUDENT FILED AN IFR FLT PLAN USING MY NAME. THE WX WAS CLEAR, VFR OVER THE ENTIRE ROUTE. WE WERE CLRED BY CENTER FOR THE NDB APCH AT SALEM AND TO CONTACT SALEM TWR PROC TURN INBND. THE STUDENT STARTED THE TURN OUTBND AT THE IAF THEN CONTINUED PAST THE OUTBND COURSE IN A CIRCLE UNTIL HE WAS ACTUALLY INBND RATHER THAN OUTBND. HE IMMEDIATELY STARTED DSCNT THEN REALIZED HIS MISTAKE AND CALLED CENTER THAT HE HAD MISSED APCH AND BEGAN CLIMBING TO 4000', THE ALT HE HAD BEEN AT THE IAF. HE SHOULD HAVE FLOWN THE MISSED APCH PROC WHICH CALLED FOR 2600' TO THE NDB. CENTER QUESTIONED HIM ABOUT HIS ALT (WHAT ALT HE WAS CLIMBING TO) AND HE ANSWERED HE NEVER GOT DOWN AND WANTED TO GO BACK TO THE NDB AND START OVER. IN FACT HE HAD ONLY DESCENDED LESS THAN 500' WHEN HE MISSED APCH. I LET HIM GO FAR ENOUGH TO DETERMINE THAT HE WOULD NOT MEET THE TEST STANDARDS BEFORE CORRECTING THE SITUATION. I DID NOT INTERFERE BEFORE THAT POINT SINCE HE IMMEDIATELY DISCERNED HIS MISTAKE AND TOOK ACTION. THE IFR CHECKRIDE WAS LATER CANCELLED DUE TO THE STUDENT'S FAILURE TO MEET THE TEST STANDARDS.
