Second aircraft, twin turbo propeller supplemental air carrier, IFR. Small transport departed sfo heading 350 degrees, climb to 8000'. Air carrier X departed oak, runway heading, climbing to FL230. When air carrier X reported out of 2500', controller issued traffic and leveled aircraft at present altitude. Traffic was busy, complex and exasperating. Air carrier X could have been restr to 2000', but wasn't. Every aircraft off oak prior to that was restr. Supplemental information from acn 121948: cleared to dfw via oak 3 departure, linden transition, maintain 23000'. Departed runway 29. On changing to departure control and advising them we were climbing to 23000', bold by departure to maintain present altitude of 2800', that we had traffic 11 O'clock, 1 mi out of 3200', a commuter aircraft.
