First landing of the day. Landing new runway 28L at fll. Sky clear. Wind north at 8 knots. Fully configured and stabilized by 1500ft. Flaps 30; auto brakes 2. Remained stabilized throughout approach. On glide slope. On VASI. Visual cues showed altitude correct. Just before we crossed the threshold; GPWS announced: 'terrain too low; terrain too low'.* landed normally. 2nd landing of the day; [at another destination]. No erroneous GPWS announcements. Suspect ground based problem with the new runway.
