Narrative:

Aircraft X was in position on runway 32, southeast of runway 5/23. Air carrier Y, small transport, advised he could land runway 14 and hold short of runway 5/23. An aircraft was departing runway 5. Aircraft X requested to taxi clear of runway 14/32. I could not comply with his request until aircraft departure runway 5 started his right turn to the southeast clear of runway 5. I taxied aircraft X clear of runway 32 as aircraft Y was touching down on runway 14 approximately 500' down the runway. I was under the mistaken impression that under 7110.65 I was permitted to allow aircraft Y to land on runway 14 and hold short of runway 4 with aircraft X holding on runway 32 southeast of runways.

Narrative: ACFT X WAS IN POS ON RWY 32, SE OF RWY 5/23. ACR Y, SMT, ADVISED HE COULD LAND RWY 14 AND HOLD SHORT OF RWY 5/23. AN ACFT WAS DEPARTING RWY 5. ACFT X REQUESTED TO TAXI CLR OF RWY 14/32. I COULD NOT COMPLY WITH HIS REQUEST UNTIL ACFT DEP RWY 5 STARTED HIS RIGHT TURN TO THE SE CLR OF RWY 5. I TAXIED ACFT X CLR OF RWY 32 AS ACFT Y WAS TOUCHING DOWN ON RWY 14 APPROX 500' DOWN THE RWY. I WAS UNDER THE MISTAKEN IMPRESSION THAT UNDER 7110.65 I WAS PERMITTED TO ALLOW ACFT Y TO LAND ON RWY 14 AND HOLD SHORT OF RWY 4 WITH ACFT X HOLDING ON RWY 32 SE OF RWYS.
