Narrative:

I was inbound to the grand canyon airport on the 239 radial (V210) per the letter of agreement that all the canyon tour operators have with the grand canyon tower. I made my standard call at the horseshoe inbound, which is 6 DME on the 230 radial. Tower instructed me to report a right downwind for runway 21. I looked up to the north and noticed a single small aircraft inbound from the west (I was southwest). Since I was flying a twin, I was able to make it to the airport before him. I asked the tower if he had any traffic inbound from the west. The tower replied that he had traffic from the horseshoe. The traffic I saw was not at the horseshoe, he was about 40-5 mi north of position. I proceeded to the downwind, turned on to the downwind and reported my position. The tower acknowledged and instructed me to follow traffic on a right base (not the before mentioned traffic). I reported the traffic in sight and followed him. At that point, the single small aircraft from the west was at my 8 O'clock on a 90 degree entry to the downwind. (The 239 degree radial is a 45 den entry.) the single small aircraft at my 8 O'clock asked the tower if passing from the horseshoe inbound was allowed, and the tower replied he did not know of such a restriction. The following day, I found out that the single small aircraft that was not on the proper entry to downwind, called the las vegas FSDO and reported a near midair and blamed me for cutting him off on the downwind. The single small aircraft is based in las vegas, operated by xx airline. To cure this sort of problem, the grand canyon airport needs to be a radar environment with the number of canyon tour operations in and out of there daily. And the las vegas FSDO needs to ensure that xx airline pilots properly trained on the routes.

Title: PLT OF TWIN OVERTOOK AND PASSED PLT IN SINGLE SMA ARRIVING IN TRAFFIC PATTERN FIRST. PLT OF SMA FILED NEAR MIDAIR.

I LOOKED UP TO THE N AND NOTICED A SINGLE SMA INBND FROM THE W (I WAS SW). SINCE I WAS FLYING A TWIN, I WAS ABLE TO MAKE IT TO THE ARPT BEFORE HIM. I ASKED THE TWR IF HE HAD ANY TFC INBND FROM THE W. THE TWR REPLIED THAT HE HAD TFC FROM THE HORSESHOE. THE TFC I SAW WAS NOT AT THE HORSESHOE, HE WAS ABOUT 40-5 MI N OF POSITION. I PROCEEDED TO THE DOWNWIND, TURNED ON TO THE DOWNWIND AND REPORTED MY POSITION. THE TWR ACKNOWLEDGED AND INSTRUCTED ME TO FOLLOW TFC ON A RIGHT BASE (NOT THE BEFORE MENTIONED TFC). I REPORTED THE TFC IN SIGHT AND FOLLOWED HIM. AT THAT POINT, THE SINGLE SMA FROM THE W WAS AT MY 8 O'CLOCK ON A 90 DEG ENTRY TO THE DOWNWIND. (THE 239 DEG RADIAL IS A 45 DEN ENTRY.) THE SINGLE SMA AT MY 8 O'CLOCK ASKED THE TWR IF PASSING FROM THE HORSESHOE INBND WAS ALLOWED, AND THE TWR REPLIED HE DID NOT KNOW OF SUCH A RESTRICTION. THE FOLLOWING DAY, I FOUND OUT THAT THE SINGLE SMA THAT WAS NOT ON THE PROPER ENTRY TO DOWNWIND, CALLED THE LAS VEGAS FSDO AND REPORTED A NEAR MIDAIR AND BLAMED ME FOR CUTTING HIM OFF ON THE DOWNWIND. THE SINGLE SMA IS BASED IN LAS VEGAS, OPERATED BY XX AIRLINE. TO CURE THIS SORT OF PROBLEM, THE GRAND CANYON ARPT NEEDS TO BE A RADAR ENVIRONMENT WITH THE NUMBER OF CANYON TOUR OPERATIONS IN AND OUT OF THERE DAILY. AND THE LAS VEGAS FSDO NEEDS TO ENSURE THAT XX AIRLINE PLTS PROPERLY TRAINED ON THE ROUTES.
