Narrative:

IFR aircraft departed sky ranch airport 4 north of knoxville with no transponder. During the next 20 or 50 minutes I was working 11 aircraft and a lot of landline coordination for non radar aircraft with adjacent airspace. Mlt was working in my area along with an aircraft with a stuck microphone. During this time I started tracking the wrong primary aircraft. The actual primary IFR aircraft ended up 30 miles ahead of the aircraft I was tracking in atl center airspace. To prevent a recurrence, require all IFR aircraft to have an operational transponder before they are allowed to fly IFR.

Title: WRONG ACFT WAS TRACKED ON RADAR RESULTING IN ACFT ENTERING ADJACENT FAC AIRSPACE WITHOUT A HANDOFF.

Narrative: IFR ACFT DEPARTED SKY RANCH ARPT 4 N OF KNOXVILLE WITH NO XPONDER. DURING THIS TIME I STARTED TRACKING THE WRONG PRIMARY ACFT. THE ACTUAL PRIMARY IFR ACFT ENDED UP 30 MILES AHEAD OF THE ACFT I WAS TRACKING IN ATL CENTER AIRSPACE. TO PREVENT A RECURRENCE, REQUIRE ALL IFR ACFT TO HAVE AN OPERATIONAL XPONDER BEFORE THEY ARE ALLOWED TO FLY IFR.
