Narrative:

I entered the pattern on the upwind leg, confirmed my position and intentions with jackson radio. Confirmed downwind leg with radio. Ready to turn base, when a commuter flight entered base to runway 20 in front of me, causing me to extend my downwind leg for separation. I then proceeded with base and final behind the commuter flight. Because of a taxiway closure the commuter was not able to exit the runway after his rollout, and turned around to back taxi. He then saw me on short final and advised that he was not clear of the runway. I was on a practice short field landing and seeing the commuter far down the runway I decided to proceed with the short field landing and advised the commuter, that I had him in sight. He pulled to the side of the runway and stopped at the third taxiway exit from the threshold end of runway (approximately 4000' from threshold). I stopped short and exited the runway on the first exit (approximately 1600' from the threshold). With the aeronautics school at jackson heavy student traffic and the use of the field by commuter and other heavy aircraft, this type of incident could better be avoided with a control tower in place of FSS radio advisories. Please consider this field for a future control tower.

Title: SMA PLT AT NON TWR ARPT COMPLAINS OF COMMUTER CUTTING HIM OFF IN THE PATTERN, AND THEN PROCEEDS TO MAKE SHORT FIELD LNDG BEHIND COMMUTER WHO IS BACK-TAXIING ON THE RWY.

Narrative: I ENTERED THE PATTERN ON THE UPWIND LEG, CONFIRMED MY POSITION AND INTENTIONS WITH JACKSON RADIO. CONFIRMED DOWNWIND LEG WITH RADIO. READY TO TURN BASE, WHEN A COMMUTER FLT ENTERED BASE TO RWY 20 IN FRONT OF ME, CAUSING ME TO EXTEND MY DOWNWIND LEG FOR SEPARATION. I THEN PROCEEDED WITH BASE AND FINAL BEHIND THE COMMUTER FLT. BECAUSE OF A TXWY CLOSURE THE COMMUTER WAS NOT ABLE TO EXIT THE RWY AFTER HIS ROLLOUT, AND TURNED AROUND TO BACK TAXI. HE THEN SAW ME ON SHORT FINAL AND ADVISED THAT HE WAS NOT CLEAR OF THE RWY. I WAS ON A PRACTICE SHORT FIELD LNDG AND SEEING THE COMMUTER FAR DOWN THE RWY I DECIDED TO PROCEED WITH THE SHORT FIELD LNDG AND ADVISED THE COMMUTER, THAT I HAD HIM IN SIGHT. HE PULLED TO THE SIDE OF THE RWY AND STOPPED AT THE THIRD TXWY EXIT FROM THE THRESHOLD END OF RWY (APPROX 4000' FROM THRESHOLD). I STOPPED SHORT AND EXITED THE RWY ON THE FIRST EXIT (APPROX 1600' FROM THE THRESHOLD). WITH THE AERONAUTICS SCHOOL AT JACKSON HEAVY STUDENT TFC AND THE USE OF THE FIELD BY COMMUTER AND OTHER HEAVY ACFT, THIS TYPE OF INCIDENT COULD BETTER BE AVOIDED WITH A CTL TWR IN PLACE OF FSS RADIO ADVISORIES. PLEASE CONSIDER THIS FIELD FOR A FUTURE CTL TWR.
