Narrative:

Small transport X waiting to cross runway 34 (the active), light transport Y on taxiway C waiting to cross runway 23L to get to full length for runway 34, and small aircraft Z on short final for touch and go on runway 34. I called light transport Y, using small transport X's call sign, and told him to 'cross runway 23L to taxiway K.' the small transport X crossed runway 34 at an intersection 4930' from the approach end on runway 23R. The cause of the incident was aircraft identify. Better strip board management would have helped.

Narrative: SMT X WAITING TO CROSS RWY 34 (THE ACTIVE), LTT Y ON TXWY C WAITING TO CROSS RWY 23L TO GET TO FULL LENGTH FOR RWY 34, AND SMA Z ON SHORT FINAL FOR TOUCH AND GO ON RWY 34.
