Narrative:

Runway centerline and threshold lights were reported OTS when we first copied ATIS. About 10-15 mins from landing we were told that the side lights were also out. The PAPI was working. Airport and runway were in sight. Since official sunset was XX51, it was still light outside. We could find no far, nor company procedures, prohibiting landing. Suggest plain language guidance re: this situation.
