Narrative:

Descending for landing at washington nat'l airport on the bucko two STAR. Dulles approach issued clearance at 35 DME northwest aml VOR to cross 5 west aml at 5000', which was read back. (All 3 crew members understood southwest at 5000'.) during descent we were turned over to nat'l approach and reported out of 8300 for 5000. Later at 5400 and approximately 7 DME from aml nat'l approach issued call for immediate climb to 8000. Crossed aml at 8000. Continued to dca. After landing I contacted dca TRACON supervisor. According to the TRACON supervisor when we were handed off to iad approach the controller was a trainee and thought we were landing at iad, therefore, the clearance to 5000' instead of 8000'. The trainee's supervisor also missed the misclrnc. Fortunately there was no traffic conflict.

Narrative: DESCENDING FOR LNDG AT WASHINGTON NAT'L ARPT ON THE BUCKO TWO STAR. DULLES APCH ISSUED CLRNC AT 35 DME NW AML VOR TO CROSS 5 W AML AT 5000', WHICH WAS READ BACK. (ALL 3 CREW MEMBERS UNDERSTOOD SW AT 5000'.) DURING DSCNT WE WERE TURNED OVER TO NAT'L APCH AND REPORTED OUT OF 8300 FOR 5000. LATER AT 5400 AND APPROX 7 DME FROM AML NAT'L APCH ISSUED CALL FOR IMMEDIATE CLIMB TO 8000. CROSSED AML AT 8000. CONTINUED TO DCA. AFTER LNDG I CONTACTED DCA TRACON SUPVR. ACCORDING TO THE TRACON SUPVR WHEN WE WERE HANDED OFF TO IAD APCH THE CTLR WAS A TRAINEE AND THOUGHT WE WERE LNDG AT IAD, THEREFORE, THE CLRNC TO 5000' INSTEAD OF 8000'. THE TRAINEE'S SUPVR ALSO MISSED THE MISCLRNC. FORTUNATELY THERE WAS NO TFC CONFLICT.
