Narrative:
There was a trainee approach controller at dulles approach who gave us a clearance to cross 5 NM west of armel VOR at 5000 MSL. At 8500' descending, we were handed off to washington approach. I said 'washington approach, company identification at 8,3 descending to 5000'. Approach said 'roger'. About 5 mins later, washington approach told us to climb immediately to 8000, best rate. We climbed out of 5400 MSL to 8000 MSL as quickly as possible. Corrective actions: hire the patco controllers back and stop training rookies during peak traffic periods.

I SAID 'WASHINGTON APCH, COMPANY ID AT 8,3 DESCENDING TO 5000'. APCH SAID 'ROGER'. ABOUT 5 MINS LATER, WASHINGTON APCH TOLD US TO CLIMB IMMEDIATELY TO 8000, BEST RATE. WE CLIMBED OUT OF 5400 MSL TO 8000 MSL AS QUICKLY AS POSSIBLE. CORRECTIVE ACTIONS: HIRE THE PATCO CTLRS BACK AND STOP TRAINING ROOKIES DURING PEAK TFC PERIODS.
