Narrative:
IFR conditions during the evening arrival push at jfk. Center fixes were in holding during a runway change. When released from holding, inbnds exceeded the capacity of the single landing runway. I was working 6 to 8 aircraft on delay vectors. One of the aircraft, air carrier X, activated the conflict alert with an overflt air taxi. Air carrier X was given additional vectors and traffic was called.
