Narrative:

1) assigned departure frequency was 126.95. 2) took off on runway 17 cleared to madison VOR direct hartford, etc. 3) at about 2500' MSL was handed off to ZNY on 127.95. 4) reception on 127.95 was intermittent and broken. I could not hear instructions from ATC to alter course 90 degree. As altitude increased reception got better and problem got sorted out without a conflict. Cause of problem: I was handed off to ZNY on 127.95 at too low an altitude for radio communications. 4000' would have been better.

Title: PLT OF SMA DEPARTING MAD, CT. WAS HANDED OFF TO ZNY BY NEW YORK TRACON AT APPROXIMATELY 2500 MSL. COM WAS POOR AND PLT SPECULATES HE WAS HANDED OFF AT TOO LOW AN ALT TO READ CENTER.
